On behalf of the leadership and personnel of the Pskov branch of the Academy of the Federal Penitentiary Service of Russia, I sincerely congratulate you, the teaching staff, employees, veterans and cadets on the Founding Day of the Kostanay Academy of the Ministry of Internal Affairs of the Republic of Kazakhstan named after Shrakbek Kabylbayev.

For 45 years, the academy has gone a long way from the interregional school of initial training of junior and middle senior staff of the Department of Internal Affairs of the Kostanay regional Executive Committee to the leading educational institution of the Republic of Kazakhstan. The names and departmental affiliation have repeatedly changed, and the high quality of graduate training has remained unchanged.

The search for optimal and effective forms of work, strengthening of human resources and material and technical base allowed the university to take its rightful place among the leading educational organizations that train highly qualified personnel for law enforcement agencies. Graduates of the Academy make a worthy contribution to the formation of the legal foundations of the state, glorifying Alma mater.

I wish you a bright continuation of glorious traditions, the implementation of planned projects and new successes and achievements!
