The idea of entering the Kostanay Law Institute of the Ministry of Internal Affairs of the Republic of Kazakhstan began to overcome in high school. In my youth, like most other boys, I was obsessed with the idea that in the near future I would put on a cadet uniform, learn the rules and everyday life of cadet days, get a decent education, after which I would join the ranks of police officers, and with full responsibility I would carry out police activities to protect the rights and freedoms of citizens, and also States from illegal actions. The honorary title of a police officer at that time seemed to me something unattainable and unrealistic due to the fact that not everyone can carry out such activities, and besides, it was necessary to pass a number of tests in order to earn the status of a cadet and the rank of an ordinary police officer. These thoughts allowed me to fully mobilize and carefully prepare for the entrance exams to the institute.
I still remember the hot July and August days of 2002, during which we (applicants) stayed at the location of the institute. How much excitement all applicants had then because of the desire to pass all the entrance tests and be enrolled in the institute, especially during the testing, which was held on my birthday, August 2. And how much joy I had after the announcement of the test results, because at that time it was the best birthday gift for me!
August 4, 2002 became a joyful day for many of the applicants due to the decision of the mandate commission to enroll in the institute. Two weeks after enrollment, the long-awaited cadet days began, the beginning of which was marked for us by passing the course of a young fighter and a 12-day life in the field, that is, at the location of the military field base of the institute, at the end of which our course successfully overcame the march from the specified military field base to the location of the institute. I still remember the seven-year anniversary of the Constitution of our state (August 30, 2002), which became the day of our arrival at the institute already in the status of cadets, not applicants. The beginning of cadet life within the walls of the institute for our 13th platoon began with serving as part of the daily course outfit, since it was our platoon that first joined the outfit upon arrival at the educational institution, and I met the last day of August 2002 on the bedside table of the day course.
The entire period of study at the institute was saturated with various emotions and left many memories and impressions in our memory. This is the confusion associated with the adaptation of yesterday's schoolchildren to life according to the charter, and excitement during the session, passing state exams, and disappointment because of the two received in class, and joy after the successes achieved in studies, sports, public life of the institute, transition to senior year, as well as on the day of receiving the long-awaited diploma and the assignment of the first officer rank.
Cadet life gave us a lot of bright everyday life, which my classmates and I still have fun discussing when we meet or during a phone conversation. The institute years have hardened us as officers, taught us independence, endurance, determination, collectivism, responsiveness and officer ethics. The formation of these personal qualities of each representative of our course was the result of the painstaking work of strict and decent course officers, as well as competent and qualified representatives of the faculty of the Institute, who put maximum effort into the training of future officers.
Upon graduation, we all realized that studying at a departmental educational institution is much more interesting and diverse than at a civilian university, since it requires not an individual, but a collective approach to overcoming various difficulties, completing any task, maintaining military discipline, ensuring good academic performance, sporting achievements, and so on. The former cadet years reliably united our entire course and served as the beginning of a strong friendship that will last throughout our lives. We are all pleased to realize that currently there are reliable friends in all regions of Kazakhstan who are always happy to visit again, and are also ready to help and support in any situation at any moment!
Our native university provided us with the opportunity to gain solid knowledge of the legislation of our country and law enforcement activities of internal affairs bodies, relevant charters, the basics of combat training of a police officer, the necessary basics of scientific activity and interuniversity debates, as well as minimal teaching skills (as a result of conducting classes on legal education of secondary school students in Kostanay and conducting among them career guidance work). In four years, our institute has trained two companies of promising young police officers from among yesterday's young youths who have just graduated from school and have no idea about serving in the internal affairs bodies.
To date, all representatives of our course have reached certain heights, both in practical, educational, and scientific activities. Many of them are already heads of various departments of the internal affairs bodies. And each of us is proud to be a graduate of the Kostanay Law Institute of the Committee of the Penal Enforcement System of the Ministry of Justice of the Republic of Kazakhstan, and also understands that all the successes achieved so far in the service are the result of the proper four-year training that he underwent at the Institute.
After graduating from the institute, I received a high-quality legal education, the availability of which allowed me to carry out my official activities at the proper level in the practical departments of the internal affairs bodies. After working for about three years in the Sarykol district police department, I decided to try my hand at scientific activity and sent the relevant documents to the admission committee of the Academy of the Ministry of Internal Affairs of the Republic of Kazakhstan, located in Almaty, to take entrance exams to the scientific and pedagogical magistracy of this university. The knowledge I had previously gained at the institute and in practice once again helped me to pass the entrance exams and be enrolled in the scientific and pedagogical magistracy.
After graduating from the Master's degree, I continued to engage in scientific activities in the field of administrative activities of internal affairs bodies, but already in the person of a researcher at the Center for Public Order Protection of the Research Institute of the Almaty Academy of the Ministry of Internal Affairs of the Republic of Kazakhstan, stationed at that time in Astana, on the basis of the Ministry of Internal Affairs of the Republic of Kazakhstan.
The deployment of the departmental research Institute in Astana was short-lived, about 1 year, after which it was relocated to the Karaganda Academy of the Ministry of Internal Affairs of the Republic of Kazakhstan named after B. Beisenov, in connection with which, I continued my scientific activity within the walls of this educational institution as a researcher at the Center for the Study of Problems of Administrative Activity and Management of Internal Affairs Bodies of the Research Institute. I worked in this position for about two years, after which I entered the doctoral program of the Institute of Postgraduate Education of the Karaganda Academy of the Ministry of Internal Affairs of the Republic of Kazakhstan named after B. Beisenov.
During my three-year doctoral studies, I completed a dissertation study for the degree of Doctor of Philosophy (PhD) in the specialty "Law Enforcement" on the topic "Problems of legal regulation of criminal procedural responsibility". The defense of the completed dissertation took place on December 11, 2015 at the dissertation Council of the Karaganda Academy of the Ministry of Internal Affairs of the Republic of Kazakhstan named after B. Beisenov. On April 18, 2016, by the decision of the Committee for Control in the field of Education and Science of the Ministry of Education and Science of the Republic of Kazakhstan, I was awarded the degree of Doctor of Philosophy (PhD) in the specialty "Law Enforcement" (Order No. 362).
Currently, I work as a senior lecturer at the Department of Criminal Procedure of the Karaganda Academy of the Ministry of Internal Affairs of the Republic of Kazakhstan named after B. Beisenov.
