Dear Mirlan Akhmedievich, Kostanay Academy of the Ministry of Internal Affairs of the Republic of Kazakhstan named after Shrakbek Kabylbayev is 45 years old! It's time to accept congratulations and sum up certain results! Of course, I sincerely congratulate you, Mirlan Akhmedievich, the management, faculty and staff of the Academy on the anniversary! As one of the former heads of the Academy, I am constantly interested in the activities of your educational institution and always rejoice at the successes achieved and the heights conquered by both individual teachers and students, as well as the entire team. I wish and am sure that Kostanay Academy will always be among the best specialized universities in the Republic of Kazakhstan. I would like to congratulate everyone who has ever been associated with this university - graduates and employees on the anniversary of our Academy, our alma mater, wish health, peace and prosperity, success in professional activities for the benefit of our Homeland – the Republic of Kazakhstan! Before our eyes, the Academy has passed a worthy path of development in a relatively short period of activity and today is one of the largest scientific and educational complexes with a well-developed infrastructure and modern material and technical base. It should be noted that each of the former heads of the Academy made their contribution to improving the educational process, increasing scientific potential and strengthening the material and technical base. At the same time, I think it would be appropriate to highlight the worthy contribution made by Major General of the internal service Kabdenov Talap Kabdenovich, who became the first head of a higher educational institution established on the basis of the Kostanay Law College of the Ministry of Internal Affairs of the Republic of Kazakhstan. He headed this university from May 1996 to August 2000. Having shown the highest talent of the organizer, outstanding pedagogical qualities, skillfully using deep theoretical knowledge and rich life experience, Talap Kabdenovich in a short time managed to rally around himself a creative team of like-minded people and prepare the material and technical base necessary for training future qualified specialists for the internal affairs bodies of the country. A serious test of the activities of both the educational institution and the head of the university was the visit of the Institute by President of the Republic of Kazakhstan Nursultan Nazarbayev on July 16, 1997. Having studied the material and technical base and got acquainted with the teaching staff of the higher school, the Head of State highly appreciated the entire system of educational, scientific and educational work. The visit of the President of the state to the university gave the staff and management new strength and confidence that they were firmly moving in the right direction. And this confidence in the correctness of the organization of all the activities of the Academy gives strength to the teaching staff to this day. Once again, I cordially congratulate you, Mirlan Akhmedievich, and the entire team on the glorious anniversary – the 45th anniversary of the Kostanay Academy of the Ministry of Internal Affairs of the Republic of Kazakhstan named after Shrakbek Kabylbayev.
