July 18 is the International Day of Nelson Mandela, a South African statesman and politician, President of the Republic of South Africa from May 10, 1994 to June 14, 1999. He is known as one of the most famous activists in the struggle for human rights during the apartheid period, for which he was imprisoned for 27 years. He was awarded the Nobel Peace Prize in 1993. In November 2021, the only "Scientific and Educational Center for the study of Nelson Mandela Rules" in the Central Asian region was opened at the Kostanay Academy of the Ministry of Internal Affairs of the Republic of Kazakhstan named after Shrakbek Kabylbayev. The rules are one of the fundamental directions in the protection of human rights and freedoms, which must be observed when working with convicts.
